Energy assistance reporting template and “how to” webinar recording available
All electric utilities are required to provide an assessment of energy assistance programs to Commerce by February 1, 2022 as part of compliance with RCW 19.405.120(4). An outline of the requirements for the reporting template is now available on the CETA Energy Assistance webpage along with a recording of the June 17, 2021 webinar explaining the template.
Please note: Commerce does not require a report as part of the July 31, 2021 mandate to make programs and funding available to low-income households (RCW 19.405.120(2)). This is a compliance obligation that will be addressed by the auditor.

UPDATE: Proposed rulemaking schedule revised
The Utilities and Transportation Commission (UTC) and Department of Commerce have adjusted the proposed rulemaking schedule for storage accounting, market purchases and double counting and interpretation of use issues, released May 17, 2021.
The updated and revised schedule includes the following changes:
- REMOVED: July 30, 2021 issuance of first draft of rules, and related Aug. 27, 2021 due date for stakeholder comments on the draft rules. Draft rules are now expected to be posted in late August and stakeholder input will be due in mid-September.
- ADDED: Joint workshops on Aug.12, Sept. 27 and Oct. 4, 2021.
- REMOVED: Joint stakeholder workshop proposed for mid-Sept. 2021. This workshop has been rescheduled for Sept. 27.
