GENERAL INFORMATION AND INTRODUCTION (Full RFP on the King County Procurement website)
A. PURPOSE
Sale of Renewable Natural Gas (RNG) and Related Environmental Attributes.
The King County Department of Natural Resources and Parks (DNRP), Wastewater Treatment Division (WTD), is pleased to offer this opportunity for interested parties to respond to this Request for Proposals for the purchase of Renewable Natural Gas (RNG) and the related environmental attributes, for RNG originating from the South Wastewater Treatment Plant (SWWTP) in Renton, WA. The goal of this RFP is to capture revenue through the sale of the RNG produced at the SWWTP for environmentally-beneficial outcomes.
The SWWTP captures digester biogas resulting from anaerobic digestion during the wastewater treatment process. The biogas is “scrubbed” to remove water, carbon dioxide and other impurities, resulting in a methane product that can be directly substituted for pipeline-quality natural gas. The SWWTP has been scrubbing biogas and injecting the RNG into a natural gas pipeline for over twenty-five years.
The DNRP Wastewater Treatment Division is requesting proposals for the Submitter to capture the economic value of the RNG commodity, as well as the value of other environmental attributes that are related to the consumption of the RNG, resulting in a total unit purchase price. It is assumed that the environmental attributes may include using the RNG as a transportation fuel, thus generating Renewable Identification Numbers (RINs) per the Federal Renewable Fuel Standard Program (RFS/RFS2), and/or capturing the economic value of other environmental attributes, such as available through the State of California’s Low Carbon Fuel Standard (LCFS).
B. GOALS
The King County DNRP, Wastewater Treatment Division’s goal in selling the Renewable Natural Gas is to meet the following objectives:
- To capture monetary value for the RNG as an energy commodity.
- To capture economic value based on the environmental attributes related to the consumption of the RNG originating from the plant.
- To encourage the broader use of RNG as an alternative to fossil fuels, by demonstrating the viability of generating pipeline quality RNG from wastewater treatment and other anaerobic processes, promoting the benefits of RNG, and encouraging others to value RNG as an alternative to flaring biogas or handling biogas in less environmentally-beneficial ways.
