Submit written comments today on draft rule language
The written comment period ends today for draft rule language discussed at workshops held on May 7 and May 21:
- 194-40-110 – Methodologies to incorporate social cost of greenhouse gas emissions
- 194-40-200 – Clean energy implementation plan
- 194-40-300 – Documentation concerning coal-fired resources
- 194-40-310 – Documentation of nonemitting electric generation
- 194-40-320 – Use of electricity from renewable resources and nonemitting electric generation
Please submit comments in a Word document format. The draft rule language is available here.
There are several rule sections that are yet to be discussed at workshops (040, 050, 060, 230, 330, 340, 350, 360, 370, 400). Commerce welcomes comments on these sections prior to their yet-to-be-determined comment deadlines.
Joint UTC-Commerce Incremental Cost Workshop
Commerce and the Utilities and Transportation Commission (UTC) will be hosting a workshop from 9:30 a.m. to noon on June 16 to discuss the agencies’ draft rules on the 2% incremental cost provision in CETA. Commerce’s draft rule is WAC 194-40-230. The meeting agenda is now available on the Commerce website. Meeting details and materials are available on the CETA webpage.
Commerce announces topic for June 24 workshop
Commerce’s June 24 workshop will focus on the following draft rule language:
194- 40-040 – Compliance reporting for the GHG Neutral Standard.
194-40-050 – Submission of clean energy implementation plan
194-40-330 – Methodologies for energy efficiency and demand response resources
194-40-340 – Acquisition of new resources other than renewable resources and energy storage

Commerce developing tool to collect energy assistance program data pursuant to 19.405.120(3) RCW
Commerce has convened a technical advisory group (TAG) to support agency work on low income energy assistance program data collection. The TAG will support development of a tool to collect utility program data as required by 19.405.120(3)(b) RCW. A full scope of TAG work can be found on the Commerce webpage. The tool will be beta tested among utility TAG members in the next month and data collection will start July 31 and remain open until November.
