New workshops, rulemakings, and upcoming dates
The Washington Utilities and Transportation Commission invites the public to participate in its work to implement Washington’s 2019 clean energy legislation.
The 2019 Clean Energy Transformation Act (CETA) requires electric utilities to transition to a carbon-neutral supply of electricity by 2030 and source 100% of their electricity from renewable or non-carbon-emitting sources by 2045.
The commission is conducting numerous rulemakings, workgroups, and other proceedings to implement these changes along with other energy legislation enacted during the 2019 session.
New announcements
- Commission headquarters remain closed to the public. Our staff are following Gov. Inslee’s phased reopening plan by teleworking. Open meetings and other official business will continue remotely during this closure. The commission filed a CR-101 to consider new rules to implement certain sections of CETA, centered on the implementation of RCW 19.405. The commission invites interested parties to provide written comments. These are due by 5 p.m. on Wednesday, June 2. |
| June 9 | Workshop | Electricity Markets and Compliance (docket UE-210183). The UTC and Commerce will hold a rulemaking workshop on market purchases, double counting, and interpretations of use from 1 to 4 p.m. on June 9. This workshop follows the conclusion of the Washington Clean Energy Transformation Act Carbon and Markets Workgroup, which issued its final report on these topics in early April. Meeting details and materials will be posted in docket UE-210183 before the meeting. |
| June 14 | Comments due | Electricity Markets and Compliance (docket UE-210183). CETA requires the commission and the Department of Commerce to issue rules on purchases of electricity for compliance (RCW 19.405.130(3)). The commission invites stakeholder feedback on the interpretation of RCW 19.405.040(1)(a) and the specification, verification, and reporting requirements for retail load met with market purchases for the purposes of compliance with RCW 19.405.030 through 19.405.050. The commission also requests comments on how to implement the prohibition on double counting of nonpower attributes under RCW 19.405.040(1) that could occur under other programs. Comments are due by 5 p.m. on Monday, June 14. |
