New workshops, rulemakings, and upcoming dates
The Washington Utilities and Transportation Commission invites the public to participate in its work to implement Washington’s 2019 clean energy legislation.
The 2019 Clean Energy Transformation Act (CETA) requires electric utilities to transition to a carbon-neutral supply of electricity by 2030 and source 100% of their electricity from renewable or non-carbon-emitting sources by 2045.
The commission is conducting numerous rulemakings, workgroups, and other proceedings to implement these changes along with other energy legislation enacted during the 2019 session.

- Commission headquarters remain closed to the public. Our staff are following Gov. Inslee’s phased reopening plan by teleworking. | June 9 (POSTPONED) | Workshop | Electricity Markets and Compliance (docket UE-210183). The workshop was postponed at the request of multiple stakeholders to allow further discussions among the stakeholders on the issue of “Used” as found in RCW 19.405.040(1)(a). |
| June 14 | Comments due | Electricity Markets and Compliance (docket UE-210183). CETA requires the commission and the Department of Commerce to issue rules on purchases of electricity for compliance (RCW 19.405.130(3)). The commission invites stakeholder feedback on the interpretation of RCW 19.405.040(1)(a) and the specification, verification, and reporting requirements for retail load met with market purchases for the purposes of compliance with RCW 19.405.030 through 19.405.050. The commission also requests comments on how to implement the prohibition on double counting of nonpower attributes under RCW 19.405.040(1) that could occur under other programs. Comments are due by 5 p.m. on Monday, June 14. |
