In 2010, the Washington Clean Energy Leadership Council (CELC) set out to conduct an in-depth analysis of what Washington State government and industry could do to grow the clean energy sector and promote economic development and green job creation in Washington. The CELC was dedicated to developing a long-term strategy for leveraging skills, knowledge, and assets to power the transition to the clean energy economy. The group was formed by passage of Senate Bill 5921, which was signed into law by Governor Gregoire in 2009. The Council submitted its recommendations and final report to the Governor and the Legislature on Jan. 19, 2011. Included were the following:
- Transmittal Letter and Recommendations from the CELC to Government Gregoire, 2011.
- The Overview and Executive Summary of Navigant’s report to the CELC, 2010.
