The Washington State Department of Commerce has an extensive mission to grow and improve jobs in Washington State. To accomplish this, we rely on industry sector leads to act as the agency point of contact and liaison with the private sector. We are currently seeking a motivated, subject matter expert to serve as the Clean Tech Sector Lead.
The future incumbent will be expected to work primarily independently but also as part of a team of various sector leads to develop and execute a variety of programs and initiatives to support the growth and economic performance for their assigned industry sector.
In the first twelve months, the successful candidate will need to:
- Conduct a market based assessment of the industry, including monitoring the size of the industry to properly divide the industry into rational sectors.
- Travel throughout the state meeting and building relationships with industry stakeholders, business representatives and elected officials.
- Address audiences; speak on behalf of the agency and the state on Clean Tech related topics, working with the agency Director to advise the Governor on top issues related to international trade and economic vitality for topics related to clean tech.
- Provide recommendations and guidance on how the Department can influence public policies that support the growth of the industry.
- Communicate with national, international and state organizations; federal, state and local policy makers; legislative and congressional staff; the Governor and the Office of Financial Management regarding the current status of the Clean Tech Sector and recommendations that will contribute to future sector growth.
- Create a strategic plan that identifies the long term goal for the industry and clear measurable objectives that will attain that goal.

- Bachelor’s degree in engineering, clean energy, economic development, business or a related field.
- Minimum five (5) years of experience in public policy or the clean energy sector.
- Strong written, verbal and presentation skills.
- Ability to present complex policy and technical energy issues to a wide range of audiences including private sector, energy industry, professional associations, local governments and energy policy makers.
- Strong collaboration skills to be able to work with diverse stakeholders with differing viewpoints to be able to accomplish the end goal of making Washington state the most attractive place to own and operate a business.
- Sensitivity to public attitudes and concerns.
- Ability to understand and balance diverse clean energy and economic development perspectives.
- Detailed knowledge of state, local, regional and national energy policies and legislation.
- Detailed knowledge of general government and energy industry institutional structure, authorities and responsibilities.
- Experience analyzing and developing legislation.
- Strong critical thinking skills to perform policy analysis and recommendations.
- Experience conducting economic analysis and making recommendations for an office or organization’s strategic movements or plans based on analysis.
What about these too:
- Master’s degree or other related professional certifications strongly desired.
- Previous experience working in a legislative or public policy environment.
