The Washington Utilities and Transportation Commission invites the public to participate in its work to implement Washington’s 2019 clean energy legislation.
The 2019 Clean Energy Transformation Act requires electric utilities to transition to a carbon-neutral supply of electricity by 2030 and source 100% of their electricity from renewable or non-carbon-emitting sources by 2045.
Over the next two years, the commission will conduct numerous rulemakings, workgroups, and other proceedings to implement these changes along with other energy legislation enacted during the 2019 session.

- Today’s workshop for the Purchases of Electricity rulemaking begins at 9 a.m. at commission headquarters. Remote participation is available by calling (360) 407-3810, Conference ID: 347351.
- Responses to questions asked in the commission’s Clean Energy Implementation Plan rulemaking (UE-191023), and other comments, are due by 5 p.m. Friday. The commission opened the rulemaking on Jan. 15 and requests public input on the timing and content of the CEIPs, among other topics. The notice can be found here.

The commission requests public input on how these rules will address resource purchases, CETA requirements (including ensuring that all customers are benefiting from the transition to clean energy), and the use of an independent evaluator. |
| March 17, 2020 | Workshop | Incremental Cost Requirements workshop with the Wash. Dept. of Commerce to discuss CETA compliance. Among other requirements, RCW 19.405.060(3) states that utilities may be considered compliant with CETA if they can demonstrate having made investments in compliance activities equal to a 2% increase in their sales revenue. This workshop will be part of the commission’s CEIP rulemaking (UE-191023). |
